1.      Short title and definitions

The following Rules and Regulations shall be called the Bye-law of the Gangte Christian Fellowship-Delhi, and will apply to the Gangte people residing in Delhi including the National Capital Region. In this Bye-law, unless the context otherwise requires:

(a)    ‘Gangte’ means a recognized Tribe in the states of Manipur, Meghalaya, Assam and Mizoram, who are presently residing in Delhi for different purposes.

(b)   ‘Delhi’ means state of Delhi including the National Capital Region.

(c)    ‘Fellowship’ means the Gangte Christian Fellowship of Delhi.

(d)   ‘Annual General Body Meeting’ means such general body meeting of the Fellowship convened and held under the bye-law in force of the Fellowship.

(e)    ‘Committee’ means the Executive Committee elected by the registered members of the Fellowship under the bye-law; including any other such Sub-Committee constituted under the bye-law as and when required.

(f)     ‘Election Committee’ means the Election Committee appointed under the Bye-law as and when required.

(g)    ‘Worship Service’ means the Sunday worship service or any other such services organized and conducted by the Fellowship from times to times.

(h)    ‘Auditors’ means Auditors appointed by the Executive Committee under the bye-law.

(i)      ‘Pastor’ means Pastor appointed by the Executive Committee under the bye-law.

(j)     ‘Members’ means Members and Registered Members of the Fellowship under the bye-law

 

2.      Aims & Objectives:

(a)    To enable the Gangte people to worship and praise the Almighty God, in own dialect, rendering religious and charitable services to its members and others thereof.

(b)    To render proper guidance to follow the true Biblical doctrines for the spiritual growth of its members and others thereof.

(c)    To promote fraternity and affection among the members of Fellowship, and develop spiritual communion to help each other in times of joy and grief.

(d)   To work for the spreading of the Gospel, for the glory of the Almighty God.

(e)    To act as a Christian forum for the Gangte people who are residing in Delhi.

(f)     To promote the spirit of communal harmony within the members of the Fellowship and among the different communities in India under the constitution of India.

 

 

3.      Nature of the Fellowship:

The Fellowship believes and follows the inter-denomination culture of the Christian faiths and doctrines. The members of the Fellowship are from different background of denomination and doctrines. The Fellowship has no affiliation to any church, hence, accepts and respects the faith and doctrine of all its members. The fellowship has no its own rules about the communion of communicant or excommunication, the order, if any, of the church where a member originally belong to will be honored. Hence, each member is supposed to communicate such condition, if any, to the executive committee of the Fellowship. However, if any member desires to be baptized, performed marriage or any other Christian ceremony, the same may be performed by the Fellowship Pastor with the approval of the executive committee.

 

4.      Different Units in the Fellowship:

(a)    The fellowship laid down the provision to have various wing for the effective functioning among the different wing in the Fellowship. Hence, the following groups or wings are constituted for the better functioning under the guidance and supervision of executive committee. 

(i)      G CF Women Wing

(ii)    GCF Youth Wing.

(iii)   GCF Suday School.

(b)   Each wing in the Fellowship, may have separate committee member and have the right to raise fund of their own and maintain account, however, they will have to abide by the Financial Rules laid down under the bye-law of the Fellowship.

 

5.      Membership of the Fellowship:

Any Christian believers who are residing in Delhi or its surrounding area of National Capital Region and showing interest to join the Gangte Christian Fellowship, Delhi are eligible to be a member of the Fellowship. There will be two types of members in the Fellowship, as below;

(i)                  Members: any Christian believer who used to attend the worship service in his/her owns interest becomes a member of the Fellowship.

(ii)       Registered Members: the above member who has been staying in Delhi for more than or is likely to stay or reside in Delhi for more than six months and interest to take part in the various activities of the Fellowship may become registered member by submitting registration form.

(a)    On submission of the form the member will be allotted registration number, which has to be renewed annually as per Annexure ‘B’ of the bye-law.

(b)   All the registered members are expected to attend the Sunday worship service at least once in a month. The worship service is conducted every Sunday at a convenient place decided by the executive committee from times to times.

 

6.      Festivals of the Fellowship:

(a)    In any festival, there will be singing inspiration, fellowship and sharing of Biblical verses among the Fellowship members as decided by the executive committee.

(b)   The following festivals will be observed every year; Advent Christmas, Christmas day, New Year Day, Palm Sunday, Good Friday, Easter Sunday, Pentecost Day and any such other day as decided by the executive committee.

(c)    The following important days has to be observed annually;

(i)      October 2nd Sunday: GCF Day, this is fasting day, and the portion of fasting in cash or kind has to be brought to the church as missionary fund.

(ii)    November last Sunday: Advent Christmas, program will be arranged.

(iii)   February 3rd Sunday: Annual-Audit of the Fellowship finance account.

(iv)  August 2nd SundayFresher’s Day, Welcome of the new-comers to Delhi 

(d)   In addition to the above, the executive committee may organize any ‘Seminar, Crusade, Camp etc or conduct joint venture services with any other fellowship or association from times to times as decided by it.

 

7.      Election Rules & Regulations:

(a)    Election for the new executive committee has to be conducted by the last week of November before the expiry of the term of the sitting executive committee.

(b)   Eligibility for the executive member;

(i)      The candidate for the election of executive member should be registered member, above 18 years and involved in the activities of the Fellowship.

(ii)    The candidate should be a communicant member of his/her parent church or the church he/she originally belong to.

(c)    Strength of Executive Committee Member;

(i)      There shall be seven executive committee members in the Fellowship.

(ii)    Portfolio will be decided among the elected executive committee members. 

 

8.      Election Committee:

(a)    For the conduct of the Election of the Executive Committee members of the Fellowship the Election Committee consisting of an Election Commissioner and another two or more members will be appointed by the executive committee.

(b)   The Election Committee has to be constituted on or before the last Sunday of September in the year the election is due.

(c)    It will be the duty of the Election Committee to arrange nomination papers, preparing list of candidates and conduct the election and ensure that the handing over taking over of the charge of old and new executive committee is done as per scheduled.

 

9.       Election of the Executive Committee members;

(a)    Only registered members of the fellowship will have the right to vote.

(b)   Election has to be conducted under secret ballot; seven members will be elected in a single ballot paper, and the first seven who secures more votes will be declared elected.

(c)    Filing of nomination paper will be from the 2nd Sunday of October and closed on the 2nd Sunday of November in the year the election is due.

(d)   If no nomination paper is received by the closing date or the nomination papers received is less than seven, the executive committee will nominate 15 members as a candidate for the election. The 15 candidates nominated by the executive committee will be in addition to the nomination paper received, if any.

(e)    The election committee has to inform the nominated candidate, about his nomination, at least one week in advance before the date of election.

(f)     If any of the nominated candidates has expressed inability to contest the election, the matter will be decided on the day of the election by the electoral body.

(g)    If any doubt arisen in connection with the conduct of the election, the decision of the election committee will be final.

(h)    If any registered member likes to propose candidate in addition to the candidate already nominated by the executive committee, the candidate nominated, on the day of election, has to be seconded by another two members.

(i)      No proposal of candidate will be allowed if the proposed candidate is not present in the election hall. However, the candidate nominated by the executive committee will stand whether he is present or not.

 

10.  Financial Rules;

1)      Sources of Funds

(a)    In order to meet the expenditure for running the Fellowship and to carry out its aims and objective, the  following means of contribution  will be adopted;

i.                     Sunday Worship Services collection.

ii.                    Tithe (1/10th of income) from individual/family

iii.                  Thanks giving / Missionary from individual/family.

(b)   In addition to the above, as and when required, the executive committee will organize to generate / drive more funds for specific purpose. No individual member is authorized to collection fund in the name of fellowship.

 

          II)          Maintenance of Account;

(a)  Any amount of fund of the Fellowship has to pass through the Treasurer. The Treasurer will maintain the Cash book and issued receipt for any cash received. In case of expenditure, he will collect cash Memo or Actual Payment Receipt, if there is no cash memo, and preserved the same in the concern file.

(b)  Separate Cash Book for Tithe, Missionary Fund and Relief Fund will be maintained by the Treasurer.

 

          III)          Utilization of Fellowship Fund;     

(a)    Irrespective of the amount, Fellowship fund shall not be expended, without the approval of the executive committee.

(b)   In all case of expenditure, cash memo has to be obtained. In case, cash memo is not possible to obtain, the member who incurred the expenditure has to prepare, actual payment receipt, under his signature, and the same will be treated as cash memo.

(c)    In case, the actual required amount is not available, the treasurer will issued approximate amount, and record the same in the temporary register, when the actual amount is finalized, it should be entered in the cash book as per the cash memo. 

(d)   The Fellowship fund up to a sum of Rs.50000/- may be in cash with the Treasurer and the balance amount has to be deposited in the Bank Account of the Fellowship.

(e)    The Fellowship fund shall not be lent or loaned to anybody.   

 

            IV)         Fellowship Bank Account;

(a)    Fellowship Saving Bank Account will be opened in Nationalized or Scheduled Banks.

(b)   It will be joint Bank Account in the name of Chairman, Secretary and Treasurer of the Fellowship and they will be the authorized signatories and Operators of the Fellowship Bank Account.

(c)    For withdrawing money from the Fellowship Bank Account, any two of the authorized signatories/operators have to sign the cheque/withdrawal form.

(d)   The authorized signatories / operators of the Bank Account have to be changed as and when the new executive committee is elected.

 

            V)         Audit of Account;   

(a)    The Fellowship Account shall be verified and audited annually on or before the last Sunday of February or as and when required.

(b)   If the registered members desired so, with the approval of Executive Committee, the account of the Fellowship can be verified or audited at any point of time.

(c)    Any instruction or advice from the Auditors has to be complied as far as possible. In case, it is impracticable to comply with, the matter has to be clarified to the members of the Fellowship with valid reason.

(d)   Executive Committee will appoint Board of Auditors not less than three members who will scrutinize and verify the account of the Fellowship.

(e)    The appointment of the Board of Auditors has to be made by the sitting executive committee before the expiry of the term.

 

11.  Function and Power of the Executive Committee:

(a)    Quorum for the Meeting; in any meeting of the executive committee, at least 2/3 (two third) of the existing members have to be present. In the 2/3 members present in the meeting, at least, the present of either the chairman or secretary is mandatory.

(b)   If there is any fraction of decimal while deciding the quorum it will be ignored.

A)     Additional member or Sub-Committee; The executive committee has the right to nominate additional members in addition to the seven elected executive members or can constitute sub-committee for any specific purpose as and when required.

B)     Responsibility of the Executive committee: The functioning of the Fellowship is the responsible of the out-going committee even after Election, till the charge is actually handed over to the newly elected Executive Committee.

C)    Financial Power of the Executive Committee;

i.         The Executive Committee has the power to sanction up to a sum of Rs.25000/- for the requirement, more than this amount the approval of General Body is mandatory. 

ii.       The Executive Committee has the power to sanction up to a sum of Rs.60000 for recurring expenditure in a year, more than this amount the general body approval is required.

iii.      For any long term plan expenditure in the Fellowship or any joint venture with any other such Fellowship or Association, the approval of general body is to be obtained.

iv.     In case of emergency requirement, the Chairman and Secretary has the power to sanction a sum of Rs.10000/- each which has to be endorsed by the executive committee later on.

 

 

 

 

12.  Terms & Conditions of the Fellowship Pastor;

1.      The Fellowship will have full time pastor.  

2.      He will be appointed on contract basis for a period 3 years, and is eligible to apply for the next term

3.      Qualification & Experience;

(a)    Born again Christian, receiving call of God.

(b)   Theological Graduate, B.D. or above, preferably from Serampore/ATA.

(c)    Should be able to accept the theory of Evangelism.

(d)   Ordained pastor will be preferred. For non-ordained pastor, recommendation letter, licensing him to work as pastor, from the church he belongs to is required.

4.      For the recruitment of the Pastor, advertisement for the recruitment has to be made, at least, three months in advance.

5.      Terms & conditions including salary and other allowances, if any, have to be notified in the advertisement for the recruitment of the Pastor.

6.      Recruitment of the Pastor has to be made by the sitting Executive Committee. In case the tenures of both the Executive Committee and the Pastor have to expire in the same year, the recruitment of the Pastor should be made by the joint meeting of the outgoing and newly elected Executive Committee members.

 

13.  General Rules and Regulations:

(a)    The Fellowship property including sound system may be used by various different units in the Fellowship and the Gangte Welfare Association as laid down below;

i.         The property may be used with the prior permission of either the Chairman or Secretary and the Secretary-in-charge of the property. If any unit utilized, the property, without proper permission and damaged any part thereof, it will be the responsibility of the member who permits the same.

ii.       However, if the same was utilized with proper permission, and accidentally, damage any part of the property; the borrowed unit has to pay, half of the new value of the broken part.

iii.      If any property of the fellowship is lost, the Secretary-in-charge will be held responsible for the same.

(b)   Befitting farewell function will be conducted in honor of an ex-Chairman, former Secretary and the sitting Executive Committee member, who are being transferred.

(c)    In times of joy or grief, joint programme with the Gangte Welfare Association will be organized, and conduct function with their initiative. If any registered member of the Fellowship expired in Delhi, Gangte shawl and bouquet will be presented as a token of respect and condolence.

(d)   If any registered member of Fellowship has to get marry in holy matrimony, and a formal invitation is received by the Fellowship, he/she will be presented Hawkins Pressure Cooker (5 liters) as token of appreciation.  

(e)    The collection of the first Sunday of every month will be kept aside as Relief fund of the Fellowship. It will be utilized for affected party of famine, flood, fire, earthquake, cyclone or any other such natural calamities.

 

 

 

(f)     Farewell function for the out-going pastor on expiry of his tenure will be as below;

i.         He will be presented 26 inches size suitcase.

ii.       Low cost airlines airfare or 3Tier AC train and Bus fare through the shortest route for him and his family, as decided by the executive committee, will be provided. (Family of pastor means, his dependent who are fully depend on him financially and will include, father, mother, spouse, with two children.)

 

14.  Amendment of Bye-law:

Amendment of any part of the provision of the Bye-law may be made. For this the two-third members of the sitting Executive Committee has to agree and resolved to that effect. Then the same has to be endorsed by the two-third majority in the General Body meeting of the registered members. The amendment has to be recorded in the Amendment Register.
